Pay Range
Base Salary: $61,000.00 - $76,000.00 (commensurate with experience)
Reporting to the Manager, Total Rewards, you will oversee and provide day-to-day administration of a variety of VHA'S total rewards programs.
The portfolio will include but is not limited to supporting 3,000+ staff members with their benefit-related inquiries, enrollments, plan changes, terminations, audits, monthly reconciliations, within a multi-union environment with multiple Pension Plans.
You will be responsible for supporting the design, implementation, and management of the organization's total rewards programs, including compensation, benefits, pensions, and absence management programs. You will also ensure that programs are competitive, compliant with regulations, and aligned with business objectives to attract and retain top talent. You will be a team player and communicate in a clear, patient and empathetic manner.
This position demands a high degree of confidentiality, focus and the ability to meet deadlines.
Key Areas of Accountability:
· Assist with the development, implementation, and maintenance of total rewards programs, including salary structures, incentive plans, benefits, and pension offerings.
· Conduct market research and benchmarking to ensure competitive compensation and benefits packages.
· Act as a key contributor to the overall total rewards strategy and the annual total rewards proposal, in collaboration with colleagues on the Total Rewards team.
· Assists with and processes salary adjustments (including systems inputting and communication development and distribution) for economic and/or contract increases.
· Coordinates the job evaluation processes, including educating managers and employees on the process. Investigates and researches job descriptions or role profiles as required.
· Provide insights and recommendations to enhance employee engagement and satisfaction through rewards programs.
· Oversee pension plan administration, including enrollment, compliance, and reporting.
· Accurately support group insurance benefit programs, including Extended Health, Dental, Travel Assistance, Life Insurance, AD&D, Optional Life, STD, LTD, and Pension Plans.
· Communicate plan coverage, eligibility, and waiting periods; assist employees with enrollment, claims, and changes.
· Monitors on-going eligibility and administers the employee benefit program.
· Maintain benefit updates and changes in accordance with collective agreements and plan provisions for both unionized and non-unionized staff.
· Resolve employee inquiries and issues related to benefits, escalating to insurance carriers or brokers as needed.
· Supports reconciliation of Workday changes and benefits integration file error and detailed reports.
· Performs a wide range of complex benefits calculations, including LTD BAR, pension, employer/employee premium cost-sharing, vacation payouts, and life insurance coverage ensuring accuracy, compliance, and alignment with plan provisions.
· Conduct annual salary reviews, participates in benchmark surveys, analyzes and evaluates the competitiveness and effectiveness of salary programs and makes recommendations based on analyses.
· Prepare monthly pension related reconciliations, including GL accounts.
· Collaborate with the accounting department on vendor payments and retirement contributions.
· Provide pension-related data for audits, budgeting, and financial projections.
· Develop communication materials to enhance employee understanding of rewards programs.
· Establish and maintain effective working relationships will all benefits providers (insurance and pension) and other intermediaries (e.g. broker, actuary) as needed to ensure the effective running of all aspects of the benefit program for current and terminated staff.
· Maintains professional and technical knowledge by attending educational workshops; establishing personal networks.
· Create process documentation and SOPs as required.
· Act as a key player on the HR team, strive to improve work processes, methods, environment, customer service, personal and team performance.
· Support HR Total Rewards initiatives and related projects as required.
· Maintain confidentiality and adhere to all organizational policies and procedures.
· In addition to compliance with all organizational policies and procedures, the incumbent is also expected to behave ethically, demonstrate competence in effective communication and team building, and demonstrate effectiveness in working in a collaborative environment and in building relationships with all stakeholders.
Required Qualifications:
· Degree or diploma from a recognized post-secondary institution in Business Administration/Human Resources including related courses in benefits and compensation or equivalent combination of experience and education.
· 5+ years of experience in a total rewards-related role and strong knowledge of compensation structures, benefits programs and pension regulations.
· Experience with job evaluation and market pricing tools.
· Experience administering total rewards programs in a unionized environment.
· Demonstrated experience working with an ERP and benefits administration system, including maintenance of supporting tables.
· Knowledge of legal and/or payroll/taxation guidelines surrounding benefits and retirement savings for active and inactive members including taxable benefits, tax deductions, etc.
· Demonstrated ability to interpret and apply benefit and pension legislation, policy, and collective agreement language for effective and consistent service delivery.
· Adaptable in learning new processes, software systems, and other applications in a fast-paced, changing environment.
· Experience with Workday is an asset.
· Highly proficient in Microsoft Office applications (i.e. Word, Excel and Outlook); experience with mail merges, V lookups etc.
· Demonstrated commitment to service excellence, communication, collaboration, and teamwork.
· Well-developed analytical and problem solving and conflict resolution skills to identify problems, determine possible solutions, and select appropriate actions.
· High attention to detail and accuracy.
· Excellent organizational and project management skills with the ability to multi-task and meet deadlines are essential.
· Ability to maintain confidentiality of information while handling sensitive benefits, pension, salary information, organizational change and plan design change information.
· Excellent interpersonal, communication, and writing skills (Ability to articulate with various internal and external sources).
· Demonstrated ability to interact respectfully with individuals from diverse backgrounds and bring a compassionate, empathetic approach to total rewards administration.
· Certified Employee Benefits Specialist (CEBS) or Certified Compensation Professional (CCP) is strongly preferred.
· Experience in a healthcare organization is an asset.
