RESPONSIBILITIES:

  • Design and implement import/export compliance program to comply with customs regulations for the Canadian business units
  • Deliver cost saving and duty avoidance through the development and implementation of continuous improvement to trade process
  • Develop and implement trade compliance risk mitigation programs and strategies
  • Manage relationship with custom brokers and freight forwarders, develop broker Standard Operating Procedures (SOP) and lead broker Request for Proposal
  • Create and implement internal and external SOP to document policies and procedures, deliver training to internal stakeholders and providers
  • Develop SOP for all areas of compliance, including but not limited to Valuation, Recordkeeping, Country of Origin, Broker Management, Exports and Export Filing/Reporting
  • Management of transactional import/export audit program and scorecard to measure broker performance, perform after action review for root cause determination and corrective actions
  • Conduct Quarterly Business Review (QBR) with custom brokers to evaluate performance, review compliance to broker SOP, review trends and identify continuous improvement opportunities
  • Develop Key Performance Indicators to capture and report import/export volumes, duty spend, cost savings, etc.
  • Develop and implement comprehensive annual Canada Border Services Agency (CBSA) modelled audit
  • Develop and implement corrective actions resulting from audits, after action reviews, risk assessments or investigations
  • Leverage advanced technical knowledge to drive process improvement and automation
  • Develop and implement processes to ensure compliance with utilization of Free Trade Agreement or other cost/duty avoidance programs, application of Temporary Import Bond, Foreign Trade Zones, etc.
  • Create and execute procedures, best practices, and internal controls to ensure customs compliance to minimize risk
  • Create and deploy an effective compliance training program on topics such as: Valuation, Recordkeeping
  • Import/export compliance, Export Filing and Reporting, Broker Management, and other compliance related topics
  • Design and implement Annual Importer Risk Assessment to determine level of compliance, create scorecard and develop improvement plans
  • Primary lead for CBSA and Customs and Border Protection (CBP) audits and request for information
  • Analyze import data to identify trends, minimize risk and identify cost saving/ duty avoidance opportunities
  • Lead due diligence, post-acquisition assessments and other efforts to build trade compliance programs for new acquisitions
  • Develop program for the application and management of import/export permits and licenses
  • Mentor, motivate and lead compliance team to achieve business goals and objectives, and personal growth and development
  • Manage performance and salary reviews for compliance team
  • Develop and present periodic updates to key stakeholders on import trends, duty spends, savings, risk, and opportunities
  • Provide subject matter expert advice and guidance regarding all aspects of trade compliance
  • Develop and implement program for the management of Anti-Dumping/Counter Vailing Duties (AD/CVD), Special Import Measures Act (SIMA), Quotas, and other duties
  • Monitor changes in the trade and supply chain communities, identify risk and/or opportunities, communicate impact of changes in the environment to the business.
  •  Develop plans to mitigate risk

 

QUALIFICATIONS:

Education:

  • Degree in Law, International Business, International Trade, Supply Chain Management, or related area
  • Professional designations - Certified Customs Specialist (CCS) and/or Certified Trade Compliance Specialist (CTCS) designation
  • Six Sigma

Role Requirements and Experience:

  • Minimum 8 – 10 years progressive trade compliance experience, with at least 5 years of people leadership
  • Established hands-on experience in dealing with CBSA and other customs authorities
  • Comprehensive knowledge and understanding of D-Memorandum, customs regulations, Harmonized Tariff System, import/export licensing and Duty Preferential/Deferral Programs
  • Hands-on experience with self-filing of duty drawback, refunds, voluntary disclosures, and entry corrections
  • Must be able to actively lead/participate in the development and maintenance of policies and procedures to detect and mitigate risk
  • Experience in the development and implementation of CBSA modelled audit
  • Experience with Customs Self-Assessment (CSA) program
  • Expert knowledge of Quotas, AD/CVD, Special Import Measures Act, and other duties
  • Ability to communicate at all levels within government departments
  • Proven hands-on experience in the development and implementation of trade compliance programs to mitigate risk, improve efficiency, and streamline processes
  • Experience with the development and deployment of trade compliance automation tools such as Amber Road, SAP GTS, or Oracle GTM
  • Established ability to identify and research issues, communicate finding, recommend solutions, and implement approved recommendations
  • Developed ability to interact effectively with, and gain the co-operation of others at all levels of an organization
  • Prior hands-on experience with the development, creation and implementation of policies and procedures
  • Ability to effectively communicate with trade compliance and non-trade compliance groups
  • Must be able to use critical thinking to solve complex problems
  • Agile, Project Management and/or Project Lead training (Beneficial)

Software Knowledge:

  • Knowledge of Enterprise Resource Planning Systems (i.e., Microsoft D365, SAP, and Oracle) would be beneficial
  • Proven ability to work with Information Technology group and/or technology software to implement controls, automate processes and bridge the gap between customs requirements and local ERP systems
  • Proficiency with Microsoft Word, Excel, Teams, Outlook, Power-point, Power-BI
