Technical Specialist – Combat Systems/C4ISR

Position Summary

As part of the AJISS Coastal Support team, the Technical Specialist - Combat Systems/C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) will support the Royal Canadian Navy Arctic and Offshore Patrol Vessels (AOPV) and Joint Support Ship (JSS) class vessels managed by Thales under the AOPS & JSS In-Service Support (AJISS) contract.  The Technical Specialist - C4ISR is accountable to the Resource Manager – Costal Support but responsive to the Coastal Engineering Services Lead. The Technical Specialist - C4ISR supports the Service Delivery and Engineering teams with corrective maintenance, engineering changes, certification management and planned maintenance changes as they relate to C4ISR.

The Technical Specialist - C4ISR provides technical services and advice for designated system and equipment repair, operations and maintenance activities within the Technical Specialist's area of expertise and authorization. This includes but is not limited to:

  • Command & Control (Command Management, Navigation Systems)
  • Communications (Internal & External, SATCOM, Radios)
  • Computers (NavIS, networks)
  • Combat Systems (Surveillance, Reconnaissance and Weapons)

Key Areas of Responsibility

  • Conduct investigations either on board the ship while alongside or within the Technical Document Package (TDP);
  • Liaise with OEMs, service providers and ship staff to support the investigation and resolution of defects;
  • Develop Work Instructions and Statements of Work (SOW) to support the resolution of defects;
  • Identify inadequacies within the TDP and propose improvement/corrections;
  • Support the Service Delivery team as required with the management of Service Providers conducting work on board the ship;
  • Provide technical advice to enable C4ISR systems to be correctly operated or maintained;
  • Develop a good working relationship within Thales and the customer's organization to ensure coordination and rapid resolution of issues;
  • Support the LCMM (Life Cycle Materiel Manager) & Supportability teams with the identification/assessment of alternate parts;
  • Support the LCMM & Supportability teams with the assessment of obsolescence issues; and
  • Support the LCMM & Engineering team with various activities such as development and implementation of Engineering Changes, creation of Deviations & Waivers or surveys on board the ship while alongside.

Minimum Requirements

  • Electronics or Networking Engineering Technician Diploma, with a minimum 5 years of experience in the last 10 years working in a high technology (networked), marine technical environment including work involving the instruction, maintenance, repair and troubleshooting of the following systems:
    • VHF/UHF/HF communications systems
    • Satellite Systems
    • Computer Networks (wired and wireless)
    • Telecom Systems
    • Radar Systems
    • Electronic Warfare Systems
    • Navigation Systems
    • Weapons Systems

OR

Minimum of Military QL5 Electronics or Networking Technician certification in an approved Military Trade.

  • Strong working knowledge in the maintenance, operation, design and/or troubleshooting of a wide range of C4ISR systems;
  • Strong communication skills (oral and written).
  • Team player;
  • Fluent in English;
  • Working knowledge of Microsoft Office and Adobe.

Preferred Qualifications

  • Previous experience working within the Royal Canadian Navy or Canadian Coast Guard;
  • Familiar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations is an asset.

Physical Demands

  • Mix of office work and work in dockyards and onboard naval ships;
  • Will be required to undertake inspections in machinery spaces of naval ships involving bending and twisting;
  • Willing to work aloft and in confined spaces on board ships (training to be provided);

Special Position Requirements

  • Schedule: 40 hours per week
  • Work Location: Hybrid - will be required to work from the Thales office (Wilkinson facility)/dockyard (about 80% of the time) and home (about 20%)
  • Travel: Occasional domestic or international travel may be required in support of the ships or the AJISS Enterprise.
